Mr. Werner joined the company in January of 2006 as the lead developer, and has led the technical development of COPsync™ since he arrived. He has 15+ years of experience in the Information Technology industry and has been integral in the management, design, and construction of many large Windows based client/server and distributed applications. In addition to his continued oversight and involvement with the COPsync™ product, Mr. Werner looks forward to assisting with the company’s other upcoming products, which will be developed in COPsync, Inc.’s European offices in Kiev, Ukraine.

News 8 Austin Interviews Beta Team. Former law enforcement officer Russell Chaney remembers the day 72-year-old Melvin Hale shot and killed Texas State Trooper Randall Vetter. It happened while Vetter was conducting a traffic stop in Hays County in August 2000.
"[Hale] had made threats against officers. If he was stopped again for not wearing a seat belt he was going to kill the officer that stopped him," Chaney said.
Vetter was that officer. Chaney said Vetter had no way of knowing the man he was pulling over had made that threat.
"This information was known to be in police databases but because police databases don't interface or talk to each other, this information was not shared with our friend prior to him making the traffic stop," Chaney said.
Chaney and his business partner Shane Rapp turned this tragedy into technology. They started PostInk Technology in New Braunfels and created a full featured solution called COPsync™.
"What we've written here is a patrol interface that allows the officer to conduct all of his activities from the unit," Rapp said.
San Marcos Police Chief Howard Williams' officers will be among the first to test the program.
"This really has been the bane of law enforcement. We don't have a way of communicating information," Williams said.
Similar programs already exist, but Williams said this one, if successful, will allow participating agencies to share that information in real time.
"It will be pretty much like an Internet link for police agencies. We'll be able to look anywhere - any agency anywhere in the country that is contributing information to this system. The criminal intelligence we'll have, the capabilities we'll have of knowing where someone will be or where they've been in the past will be phenomenal," he said.
The program will work with most law enforcement database systems so agencies won't have to change the way they do things, Rapp said.
PostInk Solutions is allowing the Hays County Sheriff's Office, Kyle Police Department, San Marcos Police Department and Texas State University Police Department to test the system for free. Future agencies will have to pay a subscription fee to use the service.
Hays County Sheriff Chief Deputy Sam Williams would like to see the idea to catch on.
"The more interconnectivity there the more value to the information to the information that can be accessed," Williams said.
Smaller law enforcement agencies, like the Kyle Police Department, stand to gain, Williams said.
"Now they are tapping into a huge amount of information that under no other circumstance would they be able to," Williams said.
The participating departments will be implementing the program within the next month. |

PostInk Technology, LP is proud to announce initial partnership discussions with the San Marcos Police Department.
Russell Chaney commented that PostInk could not have found a better BETA partner, "this is a department on the cutting edge of technology and has the leadership in a Chief who truly understands the benefits of adding software technology to the arsenal of the Police Department." The chief had heard from one of his detectives that our company was working on Law Enforcement Report Writing Software written totally with officer safety in mind. He requested a few minutes of our time and near the end of our conversation he had shared 4-hours of his time with us, scheduling a follow-up meeting date for one-full day the following week. PostInk and the SMPD Chief agreed from the initial meeting to work closely together to insure that the software was being developed from both a user perspective and an industry needs perspective.
Chaney shared that it was easy to see that Chief Williams was very adamant that his department was going to be on the cutting edge of Law Enforcement Technology. Chief Williams clearly had a straightforward objective to bring his department to the forefront of available police technology. He truly felt that “with the right tools he could move his department from reactive law enforcement to proactive law enforcement." Chief Williams could NOT have made a better statement to PostInk's founders. Their main focus from the day of inception was to change our communities by giving us a better police department.
Both PostInk and Chief Williams agreed to keep open future discussions and plans to implement the software being developed to the City of San Marcos Police Department. Without doubt both parties had underlying benefits to this arrangement. San Marcos Police Department would now be able to have direct input on how the software should be built to best benefit a medium size city and PostInk would have the added professionalism of Chief Williams and his department guiding them on the finalization of the software development.
Any way that you view this arrangement it is going to be a win-win for both parties. Chaney puts it this way, “they are right here in our backyard. We should work closely together especially since they are the agency size that we initially want to target. Working closely in the development phase will give SMPD what they need to better protect their city and give us the added expertise to our software by leveraging their input." |

PostInk Technology, LP officially announces the hiring of some of the industries leading software developers!
Russell Chaney is proud to announce the successful recruitment of PostInk's software development team. He stated that he spent a great deal of time and effort around this aspect of the business start-up based on the importance of this team. He chose his team leader to be Mr. Wendell Collier. Mr. Collier was recruited from eBay, Inc. where he served as a Senior Software Developer. Both founders were ecstatic to be able to recruit someone of Wendell's talent. Both feel that the business ideal was the recruiting factor. We are working on something here that will change the lives our communities. Mr. Collier expressed his excitement to have the opportunity to work on such a project.
Additionally, Wendell's team will include developers recruited from the U.S. Government, a Senior developer for a Pharmaceutical Manufacturer in Austin, Texas and a developer hired from the Nike Corporation. Both founders feel that they have put a software development team together second to none.
This team will be lead by Shane Rapp serving the company in the start-up phase as Chief Technology Officer. Mr. Rapp shared that he would eventually like to see this role passed on to one of his development team staff members. My focus is on the entrepreneurial side of the business. My value to the Partnership will be bringing ideas from the field to implement in the software. My elected status as Constable of Precinct 4 Comal County, Texas affords me the opportunity to learn firsthand the needs of the Law Enforcement community. I am confident that the team we have placed our confidence in will exceed our expectations. I am overwhelmed knowing that I have the opportunity to work with a team of this caliber.
Both founders agree that the key to the Partnership's success easily hinders on this one aspect of the business. If the wrong candidates where chosen, key deadlines will be missed and software functionality could be compromised. PostInk raises initial $$$ funding requirements from Seed Investors

PostInk Technology, LP closed initial investment opportunities today with its initial funding requirements having been successfully raised.
Founders Russell Chaney and Shane Rapp announced today that PostInk's initial funding requirements have been met. PostInk's business plan calls for 60% of the initial funding to be used during the software development phase, with the remaining 40% being used during the initial launch of the product. During this phase of implementation focus will be placed on raising additional funds through institutional funding.
Russell Chaney states "during our first business there were no exact basis when drafting the budget funding requirement, as we had no past history to leverage to draft a budget around. With this business it is just the opposite, we have a prior software business to leverage numbers from. I am very confident that we can launch with our initial funding and see our business to a successful start prior to needing additional funds."
Both founders agree that funds will need to be monitored closely and agree they must manage this business as closely as their prior business from a funding perspective. |

Founders put keyboard in motion to Launch PostInk Technology

The official business start-up for PostInk Technology was put in motion today!
Founders Russell Chaney and Shane Rapp, having finalized their commitments to eBay, Inc., put the keyboard in motion today writing the first pages of the business plan for PostInk Technology. Shane and Russell started discussing their next business opportunity shortly after the asset-sale of their former business www.CARad.com to eBay, Inc. this past March. With the success of their prior start-up company behind them, each wanted to focus on a project that would give back to the community and their country. Having a combined 25+ years of Law Enforcement experience and a very in-depth knowledge of this profession each knew that the Law Enforcement industry as a whole lacked the tools for a street officer to perform his job effectively and proficiently. Both Chaney and Rapp knew that there was no need to look further; a huge opportunity existed in this industry. Both felt they had the experience from an officers perspective on the street and software development knowledge to provide the right software solution to change the way Law Enforcement professionals communicate and carry out their respective daily activities.
Chaney states being an active member of the Law Enforcement community and having the experience of founding a prior software business would assist him and Rapp in recognizing the software deficiencies that existed for the officer on the street. Chaney advises the next steps were to round table their thoughts, documenting the deficiencies. This would make the task of writing a successful business plan much easier.
